"Create Group" not showing up?

1. I am having a problem with creating groups. I have the BP-Mag them which is great, but it seems the option to create groups has disappeared?! I have the groups and forums option checked in setting, but nothing is working.

   Is anyone else having this problem? How do I fix this?
