Hi there

I’m wanting to make the sitewide notice banner appear at the top of the page (ie. above the menu) and not to scroll (ie. effectively UNsticky) rather than appearing, as it currently does, as a “pop up” notice which obscures the text beneath and scrolls down the page as the user scrolls.

I feel sure this must be possible with the right CSS but it’s left me really scratching my head.

Any suggestions would be very much appreciated.
