    This should have been a setting option in buddypress under the option (Allow registered members to upload avatars)

    As of now, there is no option/filter to disable it. I will be reporting and checking if it can be added.

    Buddypress 10 has been released but im not sure if the disable recycle feature has been added

    Oppss just rechecked the previous link and ive seen the filter

    add_filter( 'bp_disable_avatar_history', '__return_true' );
