You can copy bp-branded-login/teplates/blogin/login.php to yourtheme/blogin/login.php and modify the file as you need.
You will need someone to do the css for you as the page will need some css.

Hi,
Are you familiar with css? If not, you will need to hire a developer to do the css. All you need is modifying the login page template and some css to make it look like that.Regards
