    I would like to know if there is any plugin or what is the way for me to be able to put fields for users to fill in when uploading photos. And also that this completed information appears in the gallery

    Welcome to BuddyDev support forums.

    I am sorry, there is no way to allow adding custom fields on upload screen. We do have some code snippet to allow it on Edit gallery media and edit media screen.
