Since I don’t use user galleries on this site, I could afford to increase the user quota. Even though it doesn’t show, it appears it is still being tracked.
Unless the warning was for the group gallery of course.

I just tried enabling user galleries and it does show the message for users.
However it doesn’t show it when uploading to a group album.
The reason I’m asking is, a group admin got a message saying she had exceeded her quota and wanted to know what that meant.
That’s when I realized it doesn’t show for groups.

Yeah, I just realized that myself. I have the BP core widget renamed to Recently Online, which threw me.
So many plugins, so many functions, I can’t keep track.
Hopefully my members are smarter than me!

I’m thinking of the recent visitors BP core widget.
Do you mean the recent visitors tab on their profile?
I don’t use the widget that comes with that plugin.
