I am sorry, we are not able to help much with it.
In BuddyPress/BuddyBoss, It is the plugin adding those buttons decide where they load their js/code to make it functional on all pages or limited pages.
That’s one of the reason we never pushed allow posting as a stable feature.

The plugin(and a few more) are not part of our BuddyBoss Max plan. It is part of our BuddyEssential/BuddyPro plan as the plugin is not compatible with BuddyBoss.

Welcome to BuddyDev.
BuddyPress by default lists only users who have logged to the site at least once(after BuddyPress activation/account activation).
I believe that is what causing this. You may want to try the “Alphabetical” sorting filter. That should list all users irrespective of their account login status.
