https://ibb.co/s1QYtJWIf a user unpublished a post that is already published then that woocommerce order should be cancelled automatically. This will be stated as part of the terms of service in the woocommerce (featured post) product page.
The feature would be kind of similar to how facebook users can boost their old post.

I also think it would be awesome if users can pay again to remark old content as featured in the post manager section only if they want to promote posts that have already been published.

For proper understanding are you reffering to an example like below
Example
Payment for (Author) product grants the user 10 or 20 posting creditsAfter paying for the (author) product and the user has published 10/20 articles then the user will need to repay again to continue publishing also the editor will be restricted until payment is paid
The number of posting credits can be added via the setting page or woocommerce product settings page

Buddypress 10 has been released but im not sure if the disable recycle feature has been added

This should have been a setting option in buddypress under the option (Allow registered members to upload avatars)
