Hi Simon,
The Javascript code should go inside
jQuery(document).ready( function () {
var jq = jQuery;
//code here
});
And the php part can go to the bp-custom.php or your functions.php
Once done with that and the colorbox active, you can visit to Your Profile->Galleries->Any Photo Gallery(single gallery page where media are listed). Now clicking on media should open that in the lightbox.

You can literally use any lightbox. But you will need to pregare gallery/media html slightly to be uable with that lightbox.

It is a theme dependent feature. What you are looking is something like bootstrap dropdown buttons. Since It is heavily dependent on theme, I will suggest looking at your activity/entry.php and using some js solution for dropdown.
PS: it is achievable as I have done similar thing in one of my theme.
May be we can look at something like that in future( a month or two again). I do understand the difference but I am not sure if we can take on another plugin at the moment.
