Thank you for the details. Please do share what happens when you deactivate memberpress integration.
The only reasonable explanation is something filtering on BuddyPress User Query(or WordPress user query).

I am sorry but I am not sure of the issue.
Public galleries should list same for everyone.
Are you using any custom filter for MediaPress query modification or is there a plugin that filters on pre_get_posts or WordPress post query?

Please open a new thread with your theme details and if you are using any plugin/code for excluding users.
It is clear that some plugin or code is modifying the users list(any chance PMPro BuddyPress addon?) Please mention it there.

Welcome to BuddyDev.
We haven’t added the featured option in the WordPress admin.
The button should be visible from user’s BuddyPress profile as well. Can you please check that?
